EXPANDING TIF'S & TIF CONFUSION ...

After reading the January 5, 2010 Tribune Page 4. Comments by Councilman Jack Messer:

"Councilman Jack Messer agreed with Malysz that Coyle Dodge should be in a TIF District regardless of it's future use." "It gives us money NO matter which way we go" he said.

Does Mr. Messer think that TIF is a "pie in the sky" balloon filled with "thousand dollar bills?"

If Coyle Building is bought by the city, then NO property taxes will be collected and Mr. Messer's balloon will be empty!

We had to laugh... this is the same guy [Messer] who plans to run for Mayor against England in 2011!

Should they be called "Dumb and Dumber...?"

The current economy is too shaky to have expanded TIF areas.

Let alone thinking of float any more TIF Bonds. If more New Albany TIF Bonds are issued, the debt payment could fall on the backs of the property taxpayers.

Have you ever heard the ole saying "Buyer Beware"...Don't buy Councilman Messer's and Mr. Director of Development "crap" taxpayers.

They are laying the ground work for more BONDS!

Does this surprise you?

Malysz has stated in the past, "I think it's a false conclusion to say that TIF districts cause any fiscal harm to the taxpayers."

Boy, you sure haven't done your home work Mr. Director of Development.

You need to pick up the phone and call the following people because we did:

Where is this guy coming from? We're actually paying him about $93,000 for these bad decisions.

Let's cut to the chase...shall we?

Malysz, let's give the taxpayers and our Council members some truth for a change.

Malysz has stated that there are 5 TIF sections in the city. We count 10 TIF Districts, not 5.

1. Downtown TIF
2. State Street Area TIF
3. Grantline Road TIF
4. Park East TIF
5. Charlestown Road TIF
6. Add on to State Street TIF
7. Add on to Grantline TIF
8. Add on to Downtown TIF
9. Main Street - Scribner Place TIF
10. Monon Corridor TIF on Grantline Road

Are we correct Mr. Director of Development?

"At this time the Downtown TIF has NOT repaid the $3,613,698 back to the EDIT Fund."

Let us educate you on TIF's:

Tax Increment Financing (TIF) is an area with designated boundaries (like a circle) drawn on a city map and labeled as a TIF area. The taxes in that TIF area are frozen at the time the TIF area is approved. The current property taxes continue to go into the City General Fund and to the other entities (Schools, County Government and Library).

As new development is made on that plot of ground, those "new taxes do not go into the City General Fund" or to other entities (NA-FC Schools, Floyd County Government and NA-FC Public Library).


All those new taxes on the "new development go into an account for that TIF area only" for use in the TIF area for improvements such as roads and sewers.


That new money does not go to our City General Fund.

The need for extra Police and Fire Protection is increased, but new additional money does not come out of the TIF district. So the City Council has to find other ways to pay for all the extra services needed in those TIF areas including sanitation.

This may need to be done by cutting back on all departments throughout the city.

The burden of paying for the additional services is shifted to the other taxpayers!

With too many TIF areas, the whole city could suffer because services are spread too thin and there is not enough money to sustain them. The "new tax money is gone" that could have been used for New Albany General Fund Services.

Freedom of Speech would like to say:

* All Developers should pay for the Public Improvements they need to construct their own projects.

What Messer, Malysz and Mayor England don't get is this:

"The State Street Parking Garage TIF Fund still owes our EDIT Fund $3.6 million. If this $3.6 million was repaid to EDIT, those FUNDS could be used for Stormwater repairs and Sewer over flow problems that should be Messer's, Maylsz and England's No.1 priority!"

We are not against growth.

What we property owners, don't understand is why we are being lied too.
Why can't Messer, Malysz and England look the citizens in the eye and tell them TIF's affect property taxes. New tax dollars collected in TIF Districts are restricted and are NOT used to help hold down property tax rate.Tax abatements affect property taxes but most of all local government spending affects our property tax bills.

Should TIF's be considered Corporate Welfare? Should Developers pay for the needed infrastructure, themselves?

Absolutely!!!!

The bottom line is this, who are you going to believe property owners:
Indiana Department of Local Government Finance or Mayoral candidate Messer, and the England administration on TIF's?


Our final question is this:

Governor Daniels stated he has to cut $3 million from the School Budget.

If the TIF Districts are affecting our City General Fund then, schools and libraries will be affected.

Will we have to close some schools?

NEWS FLASH..."WE ARE AT WAR!"

Can any of you tell us how this announcement is considered "shocking" like Obama's National Security Advisor promised?

By now Americans know that Obama is incompetent, and while they knew he had NO experience necessary to be POTUS they now have confirmation that his foreign policy has given our enemies so much HOPE that they have attacked us TWICE on our borders and on our plane.

Obama is not just incompetent, he is an empathizer of Jihadists because - his culture and religious influences make it impossible for him to find fault on the "Death to America" crowd who after all are only "responding to America's meanness as expressed in past failed policies of Bush and other previous president's".

Obama also views the Christmas day bomber as an "isolated incident" and requests that we don't "jump to conclusions" when a Muslim shouts "Allah Akbar" and kills Americans on a military base!

What Obama failed to tell the American people yesterday and is totally shocking:

The four international airports in Nigeria are equipped with "full body" scanners - the same technology that the United States and other countries are now scrambling to put into place following the attempted bombing of an American airliner on Christmas Day by a Nigerian terrorist.

The scanners in Nigeria were paid for by the United States and installed in 2007, according to the State Department's 2008 Country Reports on Terrorism.

"Check it out if you don't believe us!"

However, the system failed long before Christmas day.

* The system failed during the last campaign season when voters allowed the media to color their opinions in order to vote for an unqualified candidate.

* The system failed when voters chose a leader that has never displayed any leadership abilities.

* The system failed when person(s) in the intelligence community took their cue from their leader and voted "present" instead of performing their job.

How many times will the system fail during the next 3 years?

OFF TO THE PACIFIC...

Secretary Clinton will travel to the Pacific January 11-19, 2010.

Her first stop is Honolulu, Hawaii on January 12, where she will deliver a policy speech in focused on Asia-Pacific multilateral engagement, and will be consulting with Pacific Command.

From Hawaii, Secretary Clinton will travel to Papua New Guinea on January 14. There she will hold bilateral meetings as well as meet with local civil society leaders to discuss environmental protection and women's empowerment.

She then will travel to Auckland on January 15, where she will meet with senior New Zealand officials, including Prime Minister John Key. Also in Auckland she will engage in discussions with New Zealand citizens and meet with U.S. and New Zealand veterans at the Auckland War Memorial Museum.

Last stop will be Australia!

On January 17 she will visit Canberra, Australia and Melbourne, Australia.

While in Canberra, she will be joined by U.S. Secretary of Defense Robert Gates, Australian Foreign Minister Stephen Smith, and Australian Defense Minister John Falkner, and they will participate in the 25th Australia-United States Ministerial Consultations (AUSMIN) to discuss key global and regional security challenges.

Our sources in Washington tell us, there are plans for a Clinton visit to London, England the end of January.

Boy do we all love London, England!

All the historic buildings, riding the Eye, visiting Sherlock Holmes Pub, 10 Downing Street and our favorite place to shop in the entire world, none other than Harrods of London!

Nothing like getting a big jump on Christmas 2010, touring 10 Downing Street and most of all having tea with Prime Minister Brown, again.

Is there another London, England trip in our crystal ball for 2010?

Absolutely!

CUTTING HEALTHCARE...

You cannot lower the cost of healthcare without short-changing someone or something.

Healthcare costs are rising, after adjusting for inflation at an ever increasing rate simply because we consume more medical care than ever before.

Think back to when Medicare, for example, was first introduced in 1963.

Life expectancy was 68 years of age, so we only needed to cover, on average, three years of medical care per citizen.

Back then, there was NO such thing as open heart bypass surgery, let alone angioplasty, stents, and etc.

There was NO such thing as MRI, CT Scans, PET, SPECT, or power Doppler ultrasounds exams.

Knee, Hip, Hand, Elbow and Shoulder replacements were for the most part experimental, and the outcomes were often worse than NO surgery at all.

We had primitive chemotherapy, so much so that 80% of people diagnosed with breast, lung, or prostate cancer were dead within 5 years.
As medicare began to cover all these wonderful new procedures, that extended life by another 15 years for women and 12 for men, the Medicare tax was never adjusted for the increased outlay in terms of time, and extend of medicine consumed.

They are now broke!

We all want the greatest latest newest most expensive 2010 procedures in unlimited supply.

Sorry, but the only way to lower cost of insurance is either to deny certain expensive procedures, or reduce the payment to the doctors, hospitals and technologists for each procedure thru Obama's plan.

This is what will happen if they pass healthcare.

Even at minimum wage level reimbursements, rates will have to rise.

Let us ask you this:

Would you want a minimum wage doctor doing your open-heart surgery?

Case in point:

The Clinical Laboratory Improvement Act of 1988 focused on Pap Smear quality, and mandated certain changes in procedure in an effort to improve quality, and decrease false - negatives.

The State of New York tried all the measures for a year before CLIA became law, and demonstrated "NO MEASURABLE IMPROVEMENT" in quality in Pap Smears. The Feds made it law anyway, and the cost of Pap smears went up from $12 to $30, within two years.

And soon enough, the Congress was using the example of the increased price of Pap smears as evidence that the damn pathologists were gouging the poor public and that this was one reason that the benevolent government needed to take over health care!

Yes, Healthcare needs reformed, but not what they are wanting to do.

Why anyone would trust this government with healthcare is beyond us!

SMART METERS...

Two weeks ago, not much fanfare and little dissent, the Obama Administration announced it was unleashing another round of government "stimulus" dough in the name of financing the so-called "smart grid." Heralding the 3.4 billion dollar program, Obama called it:

"the largest single energy grid modernization investment in U.S. history, funding a broad range of technologies that will spur the nation's transition to a smarter, stronger, more efficient and reliable electric system. The end result will promote energy-saving choices for consumers, increase efficiency, and foster the growth of renewable energy sources like wind and solar."

Obama, apparently is an expert on energy matters, and goes on to explain:

"Most of the projects that are receiving grants involved the installation of what are known as smart meters -- devices that will have direct benefit for consumers who want to save money on their electric bills."

Personally, we think that sounds more like Crap and Tax!

Thank about that for a moment -has Obama ever done or proposed ANYTHING that won't cost you more money? Or doesn't involve you having to make do with LESS of something you presently enjoy or use?

Don't forget - that 3.4 billion dollar handout is coming from someplace, and it isn't Obama's pocket.

At some point, this is simply more money borrowed from communist China that our children and their children's children will be on the hook to repay.

Back to the smart meters. What-you don't know what that is?

Who better to explain that then Obama the new Energy Expert:

"Now let me explain what's going on with these smart meters. Smart meters will allow you to actually monitor how much energy your family is using by the month, by the week, by the day, or even by the hour. So coupled with other technologies, this is going to help you manage your electricity use and your budget at the same time, allowing you to conserve electricity during times when prices are highest, like hot summer days."

Sounds great, right?

Who doesn't want to be able to maximize their energy dollars?

The devil as always, is in the details.

You see, a smart meter provides for two-way communication in order to make all this happen. It will track and monitor usage, and allow those wonderful adjustments to be remotely-as on by someone outside your home. This will allow users, say proponents of these devices, to be provided with feedback that can be used to conserve and reduce consumption.

We can see the wheels turning in our readers heads:

"But Erik, really. None of this sounds all that bad. I WANT to save on energy!"

Yes, indeed you do. And so do we. The problem is the fact that the government is funding it. And not just ANY government, mind you...

We're talking about a government headed by Barack Obama - a president who has been inserting government into nearly every industry and facet of life here in America in the belief that only he can save us from all challenges placed before us!

Think about it for a minute...

We now have a government that dictates and regulates what kind of toilets we crap in, what kind of light bulbs we can put in our homes, and what our vehicles must look and perform like.

NOW we're going to allow Obama to install electric meters in our homes that can be controlled from afar?!

Where do you suppose THAT will end up?

We say: "Drill Baby Drill!"


So, how's that "Hope & Change" working for you?
